Thank you for your interest in our 2012 Radford Farmers Market season. Main Street Radford has a Farmers Market Committee that is responsible for approving vendors, establishing and enforcing market policies, promoting the market and supervising the Saturday operations. We welcome your participation on this committee. There is a $40 annual application fee for the market this year and spaces will be allocated on a first-come-first-served basis.
The market operates on Saturdays, rain or shine, from 8:00 am - 1:00 pm, beginning May 12 through October 20, 2012, and is located at the 1100 block on East Main in the heart of downtown Radford.
Below is an application form with the market regulations. If you are a produce vendor you are required to obtain a Grower’s Permit from the Virginia Cooperative Extension Service (Barry Robinson 382-5790). The procedure is simple and there is no charge for this certificate. Vendors who have participated in the past do not need to get another Grower’s Permit. If you are a craft vendor, you will need a business license from the City of Radford (Cathy Flinchum 731-3603).

RADFORD FARMERS MARKET REGULATIONS
Mission:
· To provide a marketing opportunity for local agricultural producers in the New River Valley and surrounding regions.
· To provide a source of fresh produce for residents of the City of Radford.
· To perform a community development function by providing quality produce to residents in a pleasant environment that complements patronage of other local businesses.
Management:
The Radford Farmers Market is under the supervision of Main Street Radford, Inc. The Farmers Market is run by a committee comprised of the MSR Board, MSR membership and Farmers Markets vendors. The committee, along with the Director of MSR will be in charge of running the market and all that it entails such as: recruiting and approving vendors, assigning spaces, establishing and enforcing market policies, promoting the market and supervising daily operations. Vendors set their own prices and are responsible for posting their prices only through written means. Vendors are responsible for accurately representing their products. Vendors must make appropriate adjustment of any consumer's reasonable claim of unsatisfactory quality or condition.
Main Street Radford will provide on-going support of the Market and its vendors to ensure its smooth operation and success. Location:
The Radford Farmers Market is located in the Farmers Market public parking lot in the 1100 block of East Main Street in downtown Radford.
Hours of Operation:
The Market will operate on Saturdays, rain or shine, beginning May 12th through October 20th,2012. Vendors are required to be set up for business by the posted opening time of 8:00 am.
Fees:
There is an annual non-refundable $40 fee for growers to participate in the market.
Assignment of Space:
Spaces will be assigned upon approval of vendor application. Every attempt will be made to allocate space in a fair and equitable manner. The committee will strive for a good mix of product diversity in the approval process.
· More than one vendor may share a space provided that both are approved by the Farmers Market Committee.
The Farmers Market Committee reserves the right to deny or revoke any approved space, when it is considered to be in the best interest of Market operations.
Shelter:
Main Street Radford has a permanent structure for the market. Vendors are responsible for providing tables, equipment and displays for their merchandise. Electricity and water are available on-site.
Produce:
Vendors must secure a Grower's Permit from the Virginia Cooperative Extension Service (Barry Robinson 382-5790). The procedure is simple and there is no charge for this permit. The following food items may be sold at the Radford Farmers Market:
- Locally grown fresh fruits, vegetables, edible flowers, herbs and honey.
- Allow current vendors and non-regular outside venders to purchase third party produce to be sold at the market.
- Non-regular outside venders will be allowed to sell bulk items obtained from third parties (by the peck, half bushel or bushel)
- Regular market venders can (if they so desire) sell third party produce in bulk or by pound.
- All who apply will be required to complete Radford Farmers Market applications and adhere to regulations as amended.
- Committee will work closely with regulars to assure that there is no unfair competition or real duplication of products sold.
- Allow small locally owned businesses into the market provided they are selling different produce/items/crafts from current or pre-established vendors.
- Locally produced eggs and cheeses are permitted provided that adequate refrigeration is furnished.
- Meat products are permitted as long as they are locally grown, have USDA certification and are kept refrigerated or frozen.
- Baked goods such as breads, brownies, cookies or fruit pies are permitted. Perishable baked goods such as those with custard or dairy cream fillings are not permitted. Baked goods require certification that the kitchen has been inspected and approved. If you do not have a certified kitchen, your baked goods must be labeled as such with your contact information. - Jams, jellies and highly acidified canned goods such as pickled vegetables, chow-chow, etc. are permitted with an inspection report from the Dept. of Agriculture (540-562-3641) and as long as they are properly labeled and require a certified kitchen.
- All home-prepared consumable products must be individually packaged. Either individual labels or a small sign with the product name, date of preparation, all ingredients in descending order, and the name and address of the manufacturer must be presented with the product.
Crafts & Non-Food Items:
The following non-food items may be sold at the Radford Farmers Market:
· Locally grown cut flowers and potted perennials, annuals and herbs.
· Handmade items made by the vendor from homegrown or locally collected materials such as herb or grapevine wreaths and dried flower arrangements.
· Nonprofit organizations interested in selling at the market, will be judged on a case-by-case basis.
· Produce vendors who also manufacture crafts may sell their crafts at the market.
· Handmade jewelry, clothing, cards, art and complementary craft items to the Market
· A limited amount of vendors who re-sell items that are not handmade will be permitted at the market.
Licenses, Taxes and Permits:
· Any person using the Radford Farmers Market for the purposes of selling or offering for sale any items on the premises must comply with all federal, state and local ordinances.
· The collection and filing of all related taxes and the obtaining of all applicable inspections are the responsibility of the individual vendor.
· Vendors with a valid Grower's Permit from the Virginia Cooperative Extension Service are exempt from city business license fees or itinerant peddler's fees.
· The Grower's Permit must be presented at the Market.
· All weighing scales must have a current valid certification sticker signed by the Virginia Department of Weights and Measures (276-228-5501).
· Information about taxes can be obtained from the Radford City Commissioner of Revenue (731-3603) and the Virginia Department of Taxation.
Health, Sanitation and Safety:
· Vendors will be responsible for the collection and removal of all refuse generated from sales at their stall.
· The use of chewing tobacco, snuff products, alcohol or illegal substances are not permitted at the Market.
· Behavior by vendors or customers judged to be disruptive or detrimental to the peaceful operation of the Market will not be allowed.
· Small children brought to the Market by vendors must be kept under the supervision of a designated adult.
· The Radford Farmers Market, Main Street Radford and the City of Radford will not be responsible for damage or loss of any personal belongings left unattended.
· Any unsafe or unsanitary conditions should be brought to the immediate attention of the Director of MSR or the designated supervisor on duty.
General:
Vendors who violate any Radford Farmers Market regulations will first be given a verbal warning by the Farmers Market Committee Chairperson or his/her designee. Second violations will constitute a written warning from the Committee. The third time a violation occurs, the vendor will be asked to leave the market.
